Dalton Select Board adopts five financial policies, holds personnel manual for a vote next week. Town Manager Eric Anderson relayed employee concerns on the draft personnel policy, including reclassifying the police chief, public works supervisor and foreman as overtime-eligible, fixing ambiguous holiday-pay wording, and granting employees under 20 hours a week four prorated floating holidays. The board unanimously adopted five Capital Planning Committee financial policies covering capital planning, budgeting, enterprise funds, free cash and debt.

Capital Planning Committee member Tom Irwin defended a $10,000 capital-project reporting threshold against Select Board member Tony Pagliarulo's objection that it was "too small," saying "we're not stuck on 10,000." The board also lowered a workplace tobacco-free distance rule from 300 feet to 100 feet pending state-law research, and banned tobacco products in town vehicles outright. The personnel manual returns for a vote August 17.
